Around the time of the expiration the big brand energy utilities could not afford to charge so little for their electricity and would have no choice to hike the prices of their electric service as new competition entered PA.
This scenario played out just as expected. New unknown electric companies in Pennsylvania came in with much cheaper commercial and residential electricity rates.
Discount electricity was made available to anyone willing to shop around for a better price for their electric service.
